Creating a preparatory action for employment

After the announcement Monday night recovery of the premium for employment, which should encourage the unemployed to reintegrate the labour market, the Prime Minister, Dominique de Villepin, and the Minister of employment and social cohesion, Jean-Louis Borloo, prepares to unveil, this morning at Troyes (Aube), 6 provisions to raise employment brakes in the companies all in attacking the pockets of unemployment the most resistant. Disclosed by "Les echos", these new measures are the "third stage" of the employment policy of the Government after the implementation of the plan of social cohesion, in January 2005, and the contingency of Dominique de Villepin, in September 2005, which was reflected in the creation of the contract new hires (CNE). The cost of this new plan amounted to more than 1 billion euros in the full year: 640 million in respect of exemptions of loads and 400 million for other measures. Here are the details:

Removal of past contributions

at the level of the minimum wage

2.1 Points of employer social security contributions remaining at the level of the minimum wage will be removed, effective July 1, 2007, in establishments of fewer than 20 employees, at a cost estimated at EUR 640 million in the full year. The Government thus honours in part one of the commitments of Jacques Chirac, who promised a minimum wage without charge in all the companies (see below). Politically, it is to benefit the companies, in the 2007 budget, a measure equivalent to that granted to households with the increase in the premium for the job.

Extension of the aid

Creative unemployed or purchasers of business assistance, encouragement to the development of new businesses and Council cheque will be extended to women who interrupted their careers and wishing to resume activity. They will also be open to individuals who create their business in a sensitive urban area (see below).

Creating a "preparatory action for employment".

The objective is to enable the unemployed in difficulty, including youth, obtaining a position in a company at the end of intensive training under the aegis of the employer. This device, which will be a convention signed between the State, the ANPE and the company must provide 450 hours of training for a period of three months. These would be insured by the employer or by an external operator.

Youth under 26 years, then trainees of vocational training, the device would be paid to height of 340 euros per month. Minimum social beneficiaries adults would have on their side, for gratification of 652 euros. At the end of these three months, the person concerned would have the guarantee of a position (CDI, CDD more in six months or professionalisation contract) in the company. The measure would be targeted in priority on the young 220,000 with a contract of insertion in the life social (Civis). About 50,000 of them should be eligible in 2007, an annual cost estimated at EUR 150 million.

Last night, it was not yet certain that this measure be adopted.

The CAE, a highly successful with the public employers, will be developed in the areas of education and health, in addition to the 120,000 posts under the Finance Act. An envelope of 20,000 additional posts will be given to the health sector, for health auxiliary positions including. In education, are 50,000 additional CAE will be open to fill the jobs of school life.

Orientation of specific solidarity allowance recipients

Received by the ANPE in beginning of the year, the beneficiaries of the SSA will be oriented towards three different devices, according to their degree of distance from the labour market. A new series of talks must take place with the officers of the public agency, before the end of the year, to perform this profiling. Persons receiving the ASS for less than two years will be oriented towards the new "preparatory action for employment". Those who fail to get assistance for several years will be directed towards social services. Finally, people older than 50 years, affecting the ASS more than two years, will have access to future contracts which will be fully supported by the State. An envelope of 50,000 additional contracts is scheduled for 2006 and 2007.

Strengthening of the fight

against illiteracy

Today, nearly 23,000 people, including 7,000 young, benefit from a training program, for an average of 90 hours. The Government wants to open 20,000 spaces and extend the average length of 200 hours training.
