The error was discovered almost three months ago, but so far nothing had filtered. The national old-age insurance fund (CNAV) recorded by error of the quarters of activity in respect of unemployment to a population that can be estimated more than 1 million employees. The error would have already cost it 300 million euros in total since 1984, and would represent 0.04 of the cost of the pensions paid last year ($ 40 million).

An explosive folder

The precise number of insured persons who have thus benefited from "free" quarters cannot be known in a comprehensive manner, as it requires reconstructing careers since 1985, however the Unedic does retain its files only ten years old. To assess the extent of the phenomenon, it reviewed the records of the 770.000 insured having contributed to the CNAV who left retirement last year. She found that the computer bug has benefited 29,000 people, or 3.8 of departures. And 5,000 of them, or 0.6, reportedly at the anticipated time their departure to the retirement of a quarter. For other 24,000, or 3.1, the error would have increased the amount of their pension because it is people having contributed also to other retirement plans than employees in the private sector, and who lived therefore different pension.

But it is minimal. This calculation does not import the many retirees who benefited from erroneous postings of quarters of unemployment between 1984 and 2008. It is therefore very likely that more than 1 million people are concerned. Without knowing it.

The record is explosive. Seized of the problem by the CNAV, two Ministers of guardianship, Brice Hortefeux (Social Affairs) and Eric Woerth (Budget), preferred not to blow the flames. In a letter of March 5 by "Les echos" copy, they have entrusted to the Inspectorate of Social Affairs and the General Inspection of finance mission to estimate "the financial impact total, for the general scheme and where appropriate for other plans, the error". Already liquidated pensions will not be recalculated, and "unfair" advantage of the employees more of 53 years will not be deleted on the winding-up of their retirement.
